A Review of the Technology Enhanced Learning (TEL) Policy

The Strathmore University Technology Enhanced Learning (TEL) Policy came into effect on 17th November 2017 and is due for review before 17th November 2023 after running a full six-year cycle. During this period the university has experienced expanded use of learning technologies as a result of (a) the Covid-19 pandemic, as well as (b) the University’s own efforts in innovation, training/capacitation of lecturers as part of implementation of the 2015 – 2025 Strategic Plan.

Review Goals

  • A reviewed/new TEL policy as required in anticipation of the end of the current TEL policy period.
  • A guideline (annex) for the proper evaluation of new TEL tools. In reaction to the increasing number of TEL tools available in the market and the rising number of external providers of edu-tech in contact with Strathmore University seeking to market their innovations.
  • A guideline (annex) for the use of AI tools in teaching and learning activities. Due to the special or disruptive nature of AI tools, it is proposed to have a separate guideline for this category of tools.
  • A flexible policy framework (annex) for the use of TEL in University learning spaces.

The review of the TEL Policy creates an opportunity to energise the last phase of the Medium Term Strategic Plan 2021 – 2025 especially in support of the twin pillars of Transformative Student and Staff Experience; and fuel the momentum of Digital Transformation which the Medium Term Strategic Plan identifies as a cross-cutting issue for research, teaching, engagement and institutional effectiveness. The review will also serve as a part of useful TEL background for expected preparations towards the post-2025 strategic period.

In addition, the review is an opportunity to embed new guidelines for the acquisition of TEL tools, artificial intelligence (AI) and a flexible TEL framework for University e-learning environments.
