This is the first and foundational of the five courses of the Leadership Excellence in Africa’s Public Sector (LEAPS) Program. The LEAPS Program is designed for senior officials in the Public Financial Management (PFM) with the skills needed for effective governance and public sector performance across Africa. The LEAPS program is offered in English and French.
This course provides an in-depth understanding of leadership and governance in African Public Financial Management (PFM). It covers unique challenges and opportunities faced by PFM leaders in various African regions, explores traditional and modern leadership models, and introduces new leadership paradigms essential for driving effective governance and service delivery.

Explore effective leadership’s key principles and qualities and differentiate it from management by recognizing their distinct roles and functions, particularly within the PFM sector.
Examine the key attributes of African leadership, analyze the challenges faced, and understand how traditional African practices contribute to effective leadership.
Evaluate various African leadership models, including the V3 model, Ubuntu, and Attuned leadership, and assess their effectiveness in different PFM scenarios.
Analyze African leadership models in the PFM context by evaluating how an identified leader’s actions contribute to their effectiveness, others’ perception of them, and the aspects of the leadership models they embody.
